Essentially, Virtual Private Server technology (VPS, sometimes known as a Virtual Dedicated Server or VDS) is a means of splitting a dedicated server into multiple, completely separate, independent "virtual private servers".
For almost all purposes, each of these VPSes acts as a dedicated server, utilizing its allocation of the node's RAM, CPU, disk space, and bandwidth resources. A VPS is also similar to a dedicated server in that it runs its own operating system instance, and can be independently rebooted.
One additional powerful feature of VPS platforms is the capability for a VPS to use more than its allocated resources at times -- a concept called "burstability". Burstability is possible because it is statistically unlikely that all VPSes on a system will have need of its full CPU and memory resources simultaneously -- in other words, when other VPSes are idle or not using much memory, those resources are transparently temporarily re-allocated to other VPSes that can utilize them.
